It’s a familiar story, the executives want to go agile and get their benefits sooner. Team members have been using agile approaches in pockets for years. Yet the middle management, PMO, and functional managers seem resistant or slow to change at best. Welcome to the “Frozen Middle” a stubborn layer of permafrost that seems impervious to change. This presentation outlines the problem and examines the measurements and constraints that motivate many managers to behave as they do. Like traffic wardens in a pub, the middle tier of management seem normal, reasonable people until engaged in their everyday work. It is not their fault, they are doing the best they can in an awkward position. Luckily there are some effective strategies for reframing their work, getting them on board, and making them successful. Based case studies from small, medium, and large projects in both private and public settings, we examine 5 patterns for building rapport, trust, and transformation. We will look at strategies that have been proven to work and hear funny horror stories about what not to try. Having been engaged in the creation of DSDM in 1994 and working with XP and Scrum teams ever since, we will review a few good ways to proceed and learn how to side-step many potential pitfalls.
