Bio:
My name is Dr. Burak Uluocak, an information technology, agility and digitalization executive who blends technology solutions and strategies with business values and benefits, related to 20 years of experience. Currently, I am working in Turkiye Finans, a bank in Turkey, with more than 300 branches, 3,500 employees and 2 million active customers. I work as Enterprise Agile Project Delivery and Governance Vice President in charge of Project Management Office, Agile Center of Excellence, IT Process/Performance/SLA Management, Information/Cyber Security and Business Continuity departments, with 30 reports. I directly report to COO, who is charge of IT, banking operations and procurement departments. I am also secretary of Project Investment Working and Information Security committees, chaired by CEO. I took my PMP (Project Management Professional Certification) in 2006, to increase my project management knowledge. In 2009, I met agile framework with a 3 days special training and took Certified Scrum Master certification. I worked to present and promote agile practices in my old organization those days, worked as the first scrum master in pilot projects, gave trainings and coached other scrum teams. In 2013, l joined Turkiye Finans as Head of PMO. In 2014, I led the IT Agile Transformation covering 250 analysts / developers and 50 business product owners and sponsors (including trainings to C-Levels). I established the Agile CoE team for the fast transformation and sustainability of the new culture, with 4 consultants and 4 in-house personnel. At the end of 2014, Turkiye Finans became the largest scrum organization between East Europe and Middle East regions with more than 40 squads and 300 people working at the same time. Related to our success – 50% decrease in average duration of projects and 30% increase in customer satisfaction – I was invited to many national and international conferences to share our experience. In 2017, we were introduced as a case study, for Agile Project Management by Project Management Institute. Today, we are still using agile framework and practices for all IT projects; and try to increase our agility with new practices. In 2018, we started a pilot for agility of branches and 2019 we supported some of the business operations departments to work with agile framework (Kanban). I have Ph.D. degree in Management & Organizations (my dissertation is: Project Success Factors in the Digital Age), and various agile certifications.
