Turning the Tanker: Beyond 90 degrees!
Short synopsis:
Organisations can be like Tankers – slow to turn when you want to change course. This has certainly been our experience at Cornwall Council. So, when you decide to make a change towards a more agile, product-centric organisation, how do you achieve that in practice and with pace? In 2018 we attended Agile on the Beach for the first time and started our journey of Turning the Tanker – a transformational move to Agile. In 2019 we were privileged to be able to share the progress we had made and the challenges we had faced. This year we have continued to make significant progress in ‘Turning the Tanker’, now beyond 90 degrees – there is no going back!

Our continued journey to ‘turn the tanker’ has been full of challenges such as a key stakeholder in the transformation, our CIO moving to another organisation, a recruitment freeze, changing fixed project mindsets and people not really seeing ‘fly’. In our presentation we will cover topics such as: • Getting value from Agile principles when the work doesn't fit the patterns seen in software development. We’ve applied agile working to infrastructure delivery and the implementation of third-party software. • Using Agile techniques to manage organisational change effectively • Managing Agile delivery across many multi-disciplinary product teams • The challenges of resource planning in a constantly changing world of demand • How to support people in seeing the ‘vision’ of agile and lifting peoples view to above the silo We are on the journey of showing that agile delivery is equally applicable and valuable outside of the software development context and that public sector organisations including local authorities can transform their working practices and embrace agile.
